
Shreveport Police Arrest Man for Alleged Sexual Assault
Shreveport Police detectives have arrested a man in connection with a sexual assault investigation that began last month.
Detectives were contacted regarding a 23 year-old woman who reported that she could not remember portions of what had occurred. The victim was taken to a local hospital, where she was interviewed by SPD investigators and helped by a patient advocate and a Sexual Assault Forensic Examiner. A forensic examination and toxicology test was completed.
Detectives and Crime Scene Investigators responded to the location where the alleged assault occurred. The scene was photographed, and several items of evidentiary value were collected.
During the investigation, Reginald Richmond reportedly returned to the location of the alleged crime to drop off property belonging to the victim before leaving. Investigators found the suspected vehicle and developed information identifying Richmond as the alleged offender.
Richmond was taken to the Shreveport Police Investigations Bureau for questioning. Following the investigation, SPD Detectives obtained an arrest warrant, and Richmond was arrested on one count of third-degree rape.

"Under Louisiana R.S. 14:43, third-degree rape involves anal, oral, or vaginal sexual intercourse without the lawful consent of the victim. The statute includes circumstances in which a victim is incapable of resisting or understanding the nature of the act because of intoxication or another abnormal condition of mind, and the offender knew or should have known of that incapacity. The statute also applies when the offender acts without the victim’s consent."
